Marina Developers Mandale have responded to the recent breakdown of negotiations with Hartlepool Borough Council over the adoption of the area’s roads and pavements by announcing plans to introduce Pay and Display Parking Charges in the area from January 25th. As recently as two weeks ago, Mandale's Joe Darragh declared that there were no immediate plans to introduce paid-for parking but now he claims that the charges are essential in order to pay for the maintenance of the area.Traders were stunned to see Notices of Intent appear on lamp-posts in the area and are concerned at the potential effect on businesses in the area.Familiar TacticsMandale is well accustomed to riding rough shod over local authorities if it doesn’t get its own way. In neighbouring Middlesbrough, the company threatened to quit the town after its plans to build a student accommodation tower block, the tallest building in the North East, were rejected by the town’s Planning Committee.This followed the companies demolition of the town’s Scientific Institute building which it carried out in a furtive, overnight operation after protests from the public.At the time of the planning rejection, Middlesbrough Mayor Ray Mallon offered to provide transport for Mr Darragh to leave the town. “In so far as the Mandale Group is concerned, and Joe Darragh, it appears from the language he is using he is having a tantrum because he hasn’t been given his own way,” said Mr Mallon.“When the Scientific Institute was demolished by the Mandale Group they had in effect physically assaulted the town. On this occasion they have verbally assaulted the town for no reason at all. They are not running this town – the public are, and I am the public’s representative.“I want to work with everyone, but we as a town and I as Mayor are not going to be pushed about by the Mandale Group or anybody else. I don’t take kindly to threats.“The Mandale Group are interested in profit not this town whereas I am interested in this town and not profit. That doesn’t mean to say people can’t make a pound or two.
