They certainly don't. I have also just received a document that could have been emailed. It seems when quality standards are checked, HBC must hand a list of franked letter confirmation slips to show they are letting the public know what is going on and including the Resident Representatives.
If it is included in Hartbeat, it will be a bumper addition because quite a few pages. I find it very arrogant that they see interaction and communication with the community as evidenced by creating a book of photographs with staff smiling to show they are happy in their jobs! |

That would actually be very good evidence for the spending cuts questionnaire. Maybe this promotion of senior positions should be an appendix of the spending cut questionnaire. Who do I cross off, maybe I should do it in bingo style and cross them all off! House!
On a serious level, I cannot understand why they continue to do these things when they read HTH and know that people feel money is wasted. I am sure if they did things positively for the town, they would not be as secretive about being avid readers of this site. They could even boast about it! |

Not too long ago I worked in the Civil Service and we were instructed to save money by taking one of two ideas into account each time expenditure was needed. This started at pre-annual budget bid time. Not the national budget, of course. H'pool Council would do well to take them on board (sorry about that, Tall Ships fever....):-
We want more for the same
or
The same for less
It's arguable that More for less would be better as we are High Tax Hartlepool anyway. There's not an organisation anywhere which can't save.
It's clear that as many others are saying 'They just don't get it!' |

They certainly don't get it because absolutely nothing is coming out of Drummond's Noddy Land except bull about tall ships. A "Travel Interchange" the bus operators are not going to use will probably become another pay and display car park which no one wants. All over the North East, Council's are now looking at and announcing ways to save money except Hartlepool. £60000 for a derelict building which Drummond says was bought "because we had the money". Not one word about where any savings are going to come from. How much is now left of the £32 million reserves which were there a couple of years ago ? The total lack of any policies seems to me to indicate they are in denial and have pulled up the drawbridge, hoping no one will notice them.

I REALLY feel that the time has come when an emergency team should be drafted in by the local government ombudsman before we go bust. I think we could salvage a bit and that is worth a try.
I also think that we would do well to publicise the problems regarding the council during the Tall Ships or would that just give them an excuse to say why it failed? |

We once received an e-mail telling us about someone who had thought 'out of the box'.
HBC buys a lot of its supplies through NEPO a purchasing cartel formed by many of the local councils in the North East. The idea is simple enough. Purchasing is bulked together so that, in theory at any rate, better prices can be obtained for goods and services.
The person involved wanted to purchase stationary and had gone through the usual NEPO route but then noticed that she could buy the same materials from a local stationers for less money - £700 less was the figure quoted - so this she did.
The result of this initiative? She was hauled over the coals and told never to do it again.
One thing I would emphasise. Someone went to the trouble of e-mailing the details to us which proves that some people at the Civic are pulling their hair out over the sheer waste of money that goes on.

Yes, a number of civil servants are actually civil slaves to a dodgy system that is being run by people who would be sacked if they were in the private sector.
This is the one reason I do not have a problem with false ID's on here. Just a pity that the ones who are simply enjoying mischief on here would go and play elsewhere as it detracts from a very serious log of information which shows much more than a problem with high taxes!
The fact remains that when these cost cutting exercises start cutting out jobs, it will follow the usual pattern where the most hard working and under-valued staff will be out first! |
